He saw the constant wars, people killing eachother for no reason, sexual assaults, robberies, hostile takeovers, the homeless rate, the rate of starvation. Ultron had the ability to correct it all without taking lives, yet he was gonna wipe humanity and build his own race. He knew what needed to be corrected, he just went about it the wrong way. Don’t wipe humanity, show them a better way. Help them prosper, don’t destroy to rebuild when you can fix what’s broken and move forward.
