Unless they have suspicion of a crime, they can not detain someone. If the call was the truck was involved in an accident, or the guy was trying to break into vehicles, then that's suspicion of a crime and they can perform an investigatory detention. But someone just thinking driving around d is suspicious is not grounds for a detention.
