Descenders can also be Native To teyvat, even Rene from the narzissenkreuz ordo theorized as such and he was correct. Nibelung is the second descender since he left Teyvat for a while and returned completely changed and corrupted with the abyss.

decenders don’t actually have to be from outside of teyvat, they just have to be unaffected by the fate system/irminsul (nibelung is the second descender but is native to teyvat )

Not exactly. Descenders are beings that came to teyvat in order to rule or change the rules of teyvat. Outlanders are just people from outside of teyvat.
