I disagree that Goku would’ve let Cell power up. A lot of people bring up him letting Freeza going to full power, he only did that so he could completely humiliate Freeza. We see many times (At least in Z) that Goku prioritizes defeating the enemy over a good fight. Even if I were to accept Goku would want to fight cell at full power, he wouldn’t sacrifice 18 to do it

there's an interesting thing about vegeta here that most people overlook. he's projecting. most people think vegeta was just simply overconfident here, but no. he was projecting frieza onto cell here. Goku beat frieza at frieza's best, and vegeta wanted to do the same, because he still wants to defeat frieza, he's still traumatized by frieza, he's way stronger now than frieza ever was, but that won't wash away decades of trauma. he won't be satisfied until he can beat frieza, or who he projects frieza's image onto at their best.
