Fantastic explanation! 👏 Just to add to this, a C of O is not issued twice on the same property. So, when you buy a piece of land, house, or apartment that already has a C of O, you don't get another C of O in your name. Instead, you are issued a Deed of Assignment, which transfers the seller's interest in the property to you. The Deed must then be registered at the Lands Bureau which becomes a Registered Deed of assignmemt or Governor's Consent as most commonly called. This is what perfects and makes the transfer a valid registered title in the new owner's name. Importantly, what is transferred to the new owner is the unexpired/residual leasehold interest in the property from the C of O.
