i think it is his brother. there are clearly issues between jaeyi and his bro so i don't think it's unrealistic that he wouldn't be there at this bro's graduation. there's been no mention of a sister, but that doesn't mean he doesn't have one. i also think they just look alike but i can accept that being the art style. it just seems the obvious route given jaeyi's complex with his bro and the fact this guy is the only guy ideum has felt anything towards (other than jaeyi, now). that's the perfect set up for him to come into the story and create tension that eventually leads to ideum and jaeyi confessing to each other

I’m leaning towards it being his brother purely for the fact that the author went out of their way to correct the mistranslation of his age and that they’ve been careful to not show his face in depictions of him.
