I’m not a Michigan fan but I am a former NCAA umpire. It is incredibly common for the game clock to be off a second or two from the official time (which is the only clock that counts). And, this is what the refs get for not correcting the game clock.

I am ashamed of the big 10 for this. I really am. They even said their protocol is to go with the live game footage. In a situations such as this, and they still didn't do it.
