Police bodycam footage from Canton, Ohio, where a K9 officer deployed his police dog on a bystander who was already face down on the ground with his hands behind his back, an incident that cost the officer his job.  On May 30, 2024, at approximately 8:45 p.m., Canton police stopped a vehicle in the 1100 block of 16th Street NW after it made a sudden turn to a curb. Officers found an open bottle of liquor and a gun under a seat, and two occupants were placed in handcuffs. A crowd gathered and became combative with officers, who called for assistance. K9 Officer Nicholas Casto arrived with his police dog, Scooby.  Police accused 43 year old Kieven Conver of taunting the K9 and inciting the crowd. Casto told Conver he was under arrest, and three officers took him to the ground. While Conver lay face down in the grass with his hands crossed behind his back, Casto approached and the K9 bit his arm. Casto is heard on body camera praising the dog afterward. Conver was charged with resisting, obstructing, and disorderly conduct.  CASE OUTCOME: Casto was placed on administrative leave on May 31, 2024. Police Chief John Gabbard recommended termination on June 7 after an internal investigation, and Safety Director Andrea Perry fired Casto on June 27, 2024, citing five policy violations including use of force. His union appealed. An arbitrator later ruled in Casto's favor and ordered his reinstatement, finding his actions fell within department policy. The City of Canton challenged that ruling in court, and in 2026 Stark County Common Pleas Judge Natalie Haupt upheld the termination, finding the conduct constituted excessive force and that the arbitrator's ruling was fundamentally flawed.
