(not my comment) It’s part of the chariot festival of a temple , these are held annually across London. This specific ritual is called Para Kavadi or Thooku Kavadi. The man is suspended above the ground with metal hooks pierced into his back in the ultimate act of devotion and penance. Kavadi , literally meaning load or burden , has many forms the main being people dancing with a type of structure on their shoulders or Kavadi attam , attam meaning dance. This particular version once popular across the Tamil country of India is now mainly found in the Tamil areas of Sri Lanka and that’s why you see it being performed by the Sri Lankan Tamil diaspora of England.
