You need a drop steer axle. Peterbilt puts them on car hauler chassis.

Not sure what wheels and tire you’re running but you can lower another inch switching to 22.5” if you’re already with 22.5” then get low profile tires. You can then run 18” bumper and dumped it’ll be still an inch or so off the ground

We did same thing cut out front drain plug added about 1” clearance added bump stops to make sure it never bottomed out

Put the bumper on 2 inch slides so if you air down on uneven surface it just pushed the bumper up 😂😂
