61% of solved crimes in Ireland involved people with prior records (80-90% for drugs, public order, burglary). Sweden: 1% of the population accounted for 63% of violent convictions. US: 6% of males responsible for 50% of crimes; 70%+ of felony defendants and most homicide suspects have prior arrests. Philadelphia cohorts: 5-6% of males account for roughly half of official crime. BJS data: 68% of 2005 state prison releases arrested within 3 years, 77% within 5; 82% of 2008 releases arrested within 10 years. Median prior arrests: nine. Those with 10+ priors re-arrested at far higher rates. Incapacitation research: modern estimates show 2-5 serious crimes averted per year of prison, higher for chronic offenders. Crime-incarceration elasticities typically -0.10 to -0.30. 1990s prison expansions (Texas and others) and sentence enhancements linked to large crime drops; one study attributes ~1/3 of the homicide and violent-crime decline to prison growth. California realignment raised auto thefts by ~1.2 per prison-year not served. Selective focus on high-rate offenders produces larger reductions than uniform policies. In the late 2010s–early 2020s, Democratic-led jurisdictions systematically expanded bail reform, progressive prosecution, and earlier releases for people with priors, correlating with sharp rises in homicide, robbery, and auto theft in those places before partial policy reversals.
