@japannewsnowofficial: A deadly morning of extreme rain showed why Japan is changing how it handles flood-prone underpasses. Chiba City closed vulnerable underpasses before they flooded, following a fatal incident during last month’s downpour. Around 150 miles north in Iwaki, Fukushima, two cars became submerged in another underpass. A woman in her 60s was found dead. The remains of Typhoon No. 24 and a stalled autumn front brought severe rain across eastern Japan. Level 5 landslide emergency warnings, the highest level, were issued for Niijima and Oshima. Tateyama in Chiba also recorded its highest 24-hour rainfall on record. Rail travel was disrupted, including the Tohoku and Yamagata Shinkansen. Schools closed in parts of Tokyo, Yokohama and Utsunomiya, while more than 10,000 homes lost power across three prefectures. Seven underpasses nationwide are now set to close automatically when specified heavy-rain thresholds are reached. Should Japan expand automatic underpass closures to more flood-prone roads?
