2018 looked like peace. It was a change of costume. Isaias and Abiy signed. Flights opened. UN sanctions lifted. National service did not end. The 1997 Constitution did not switch on. HRW wrote it at the time: the handshake abroad, the same machine at home. That pattern is older than Abiy. Meles and Isaias built the story together against the Derg. Then they spent twenty years proving they could freeze a border, host each other’s headaches, and still talk over the heads of their publics. 1998–2000 killed tens of thousands. The Algiers line sat unimplemented. Each capital used the standoff as weather: we cannot open politics while the neighbour is the threat. When they needed a reset, they reset. When they needed a proxy, they hosted one. That is not a movie. That is the file. The file now is louder. Addis says Assab is existential, a “debt of history.” State TV packages the port as unfinished business. Crisis Group and ACLED describe the swap: Eritrea leaning into Ethiopian armed opponents; Ethiopia hosting Eritrean ones — Brigade Nhamedu / Blue Revolution, Afar outfits, exile letterheads. Conferences in Addis. Talk of offices that sound like military hubs. Then Assab stays in the speech. Youth who cheered “regime change” discovered the host wanted the water. Messages circulate — 2018 chats, names people dump under “Epstein files” — about contact, money, China, a future that does not look like two clean states. Treat the PDFs as claims until a court owns them. Treat the incentive as public. Two palaces can fight on television and still share a map. Djibouti is not in that room. Djibouti lives on Ethiopia having no second door. A quiet Assab deal dries Doraleh. A loud Assab war fills Obock with conscripts who already walked. So the “opposition” the cameras like is not a mystery. Old brands that have been in hotels since the 2000s need the microphone more than they need the 1997 text. New brands that opened in Addis need the host more than they need a border. Neither wants the story to become: the youth stopped waiting for a congress and started talking law, civilians, and a port that is not for sale. You do not have to pick a favourite acronym. You have to see the spotlight. If the line cannot say Ethiopia has no title to Assab and Asmara has no implemented constitution in the same breath, it is not a people’s line. It is a booking. Media repeats the booking because it is easy: flags, a hall, a neighbour’s permit. The unused constitution is harder. It does not flatter either palace. It does not need a new chairman. 1993 recognised the map. 1997 wrote the supreme law and left it in the drawer. 2018 sold peace without opening the drawer. The youth are not late to politics.
