I would make him pay everything that was spent to fix it up. He was OK with all the renovations in her spending the money but never decided to pay her back. I’d rip everything out. If he doesn’t pay out, he’s not gonna have the place like it was all fixed up. He’s gonna have the trash hole that started out as the rental property.
