gus says it himself on camera right before he kills Lalo "you Salamancas claim you live by blood for blood, but really it's blood for money your WHORES". Eladio sacrificed his better judgement for the amount of money gus was bringing in. he intentionally looked the other direction for so long that he became complacent and allowed gus to not only supersede his business, but by the time they discovered his standing with Walt and tried to kidnap Jesse, he managed to forget what gus's true intentions were and it got him killed
