I don't think stepping on the floor is considered damaging it. floors are supposed to be stepped on. now maybe if he was doing something like taking a hammer to the floor to prove a point they might actually get him with that loophole. but in this case you're supposed to walk on floors.

thier isba inspector name CY in Arizona, he is always find things that was not installed the right way. and the builders are going after him,there are other inspector are doing the same thing recording their inspection.now they are getting more business.
