In the rescue world, the Rescuers assume complete control over the victims, because technically once a Rescuer makes contact they are legally liable for the victims. ResQ 3 International teaches Rescuers to take control of the victims 3-W's--- Watch, Wallet, and Water. Essentially the Rescuers take control over all available resources and the timing of things. In this Case, the majority of the hazards affecting victims are caused by others that have created empires from strategically creating hazards for others. That is to say that if my ResQ III instructor manual (AWOL), NASAR manuals & NFPA manuals all concur that the Rescuers are responsible for the victims and furthermore are in charge of the victims; that the hazards causers certainly have no grounds to even ask to be treated like a victim, nor to have any say in any matters, what so ever...🧉🙏😎
