The people on skid row are not all bad. I’ve lived in Los Angeles majority of my life and I have also passed out food to human beings on skid row. If you’re not from here you don’t understand. Majority of the homeless people here are transplants from other states.

I can guarantee you that they've already been offered services and refused, but I'm not sure how he's not in the custody of CPS. The city teams likely had them in a hotel already, with her promising to follow through on a recovery program, but she didn't follow through.
