@nbcsandiego: A semi-truck carrying ice cream overturned in Encinitas Tuesday morning, blocking several southbound Interstate 5 lanes and causing major traffic in the area.   The incident happened around 5:50 a.m. near Encinitas Blvd. when a semi-truck drifted off its lane, hit a guardrail, and flipped on its side after trying to correct itself, CHP Sgt. Curtis Martin said.   "We are working hard to get this overturned semi back up right," Sgt. Martin said. "Part of the problem is the ice cream and other goods are making the upright process a little more complicated."
