First complete the expedition quest chain, then either use a logbook with Uhtred's Saga activated, or check Island Rumours for the Stardrinker text, which guarantees Uhtred spawns there without spending the saga. Once the rune drops, stack up to 10000 mana and activate it, then talk to Farrow to trade the rune for Runeseeker's Call.
