This is exactly how my mum was. She always used to push me to be independent but the moment she lost any form of control over me she would get angry about it. I was constantly in trouble for the things that I bought as AN 18 YEAR OLD! It got so bad to the point I ended up moving out and cutting contact with her the day after my 19th birthday and haven’t looked back. Life is so much better now.
