It’s important to understand only the primary parent has the obligation .The other parent gets an order allowing parenting time but they aren’t required to take it. I wish I realized this early on. I would’ve worded parts of my agreement differently.

If this is applied, could it not help those mothers who want the parenting time when the father is unable/unwilling/incapable and wants the new partner, grandparents, or paid persons to do the parenting just so they can be officially 50/50 for child support

Agree with everyone in the comments who says this is dumb because refusing to compel one parent to have the kid for x time means they are forcing the other parent to care for the child during that time. Either way your order is forcing one parent to have the kid during that time.
