For a TV viewer: If Neil Armstrong took a step at 9:00:00 PM on the Moon, the signal reached Earth tracking stations at 9:00:01.3 PM. After an extra second of processing and satellite routing, you saw it at roughly 9:00:02 PM. Because it was a continuous one-way stream, the video appeared perfectly fluid and "live" to the viewer.
