There’s an actual logical explanation to this and it’s due to the fact genshin uses the same physics for every character and it’s also why the hair animated weirdly on some. And yes you’re going to say Noelle and Barbara have long skirts but have you actually SEEN the way the are animated? It’s terrible, it looks awkward and it glitches when you climb. And yes it’s illogical to wear a mini skirt in certain environments but have you also considered the odette is a ballerina and her fit is pretty accurate to what irl ballerinas wear? Yes some of their choices are definitely to appeal more but it’s a buisness, they want money.
