What this minister is demonstrating is eye-opening for Ugandans. He is showing that Uganda's problem is not H.E. Yoweri Kaguta Museveni and his leadership, but rather the administrators on the ground who are failing to do their work. If those administrators are corrupt, they will not deliver what was directed from above. As a result, citizens end up blaming the President's leadership, when in reality they are suffering because of lazy, unserious, and corrupt officials on the ground.
