yes, I've been in the same position for 11 years now, though I apply for promotion. But I know and have firm belief that something that is for me will never miss me. Allah knows best - either it's not the right time or something even better waits for me.

If he Likes the Company, let him keep working. Maybe ask his line manager what he can do better to get promoted. And if he is working hard, let him keep it up. He will still get the Promotion as long as the company still awards promotion. If he feels his promotion isn't coming because of one thing or another, he still has the Opportunity to change job. Change is constant. I wish him all the best. But sometimes patience pays.
