I just realized something. There's a big difference when Elena says "I love you" to Damon and Stefan. On one hand, the way she says it to Stefan is with the intention of reassuring and calming him down, I mean, it's an empty "I love you." But on the other hand, when she tells Damon, there are feelings, there's passion... In fact, Elena tells Damon "I love you" quite a few times, with or without speeches, through the phone or not, or shouting it out loud or doing something crazy, whatever, but above all, it's the last thing she said to him in the last episode of s6.
