The organ serves as a secondary olfactory system, designed specifically for chemical communication. Loki has just smelled something he finds very interesting. To intensify the smell and get more information from it, he is pushing air onto the top of his mouth and onto the Jacobson Organ. Hence the chattering and resulting foam. Out of the 4 senses (smell, sight, taste, touch), smell is the only sense which initiates an immediate emotional response. Meaning, it is not processed by the brain first, causing the immediate response. This is the SAME in humans! Dogs have up to 300 million smell receptors compared to a humans measly 6 million! Hence why they make amazing sniffer dogs and they can smell their owners up to 11 miles away!
