Since the Senate is composed of 24 members, (fixed) why not state ‘16’ instead of 2/3 na kailangan pa pagtalunan in a situation where atleast 3 senators not attending and or could not attend the trial since day 1?

Sa HoR need din 1/3 to impeach according to 1987 constitution. During that time 200 lang ang congressmen so, 67 lng to impeach. Kung sinabi nuon ng Consti na 67 pero may 318 na tayong congressmen ngayon edi 67 lang instead of 106 na 1/3 ng 318?
