And every time someone says slow down, we hear: But what if China beats us? Beat us to what? Congress should act now: slow frontier AI development, require independent safety testing, and make companies liable when their systems cause serious harm. We can and should enact strong liability triggers at the state level, we do not have to wait for federal action.
