And yes — census numbers directly affect how many House seats, Electoral College votes, and federal resources each state receives. That’s why this proposal could have enormous political consequences if it survives the legal challenges that are almost certain to follow. The constitutional fight will be over the 14th Amendment, which says representation is apportioned according to the “whole number of persons in each state,” not just citizens. This one could get very interesting.
