Also, if you’re fishing in popular waters the fish are harder to catch cause they are used to fisherman trying to catch them. Fish get really smart

For salmon or steelhead you'll want a MUCH heavier rod. Preferably a Spey rod. You're right that they don't feed in freshwater, but they will still bite. It's all about presentation. Flashy big flies. Annoy the fuck out of them and they'll either bite or jump over your line.... Worth it either way. Also, if you saw four in the water, count on 10x that number that you couldn't see.
