The greater issue tends to just be that elves aren't generally portrayed as particularly fecund. They usually have a golden age, and then it only takes 1 or 2 great world-wide conflicts to reduce their population to the point where there's no real reason or even the ability to maintain those ancient forts or citadels.

This also implies (given how elves work) that in Tolkien’s universe there are things that just sit undone for a century or two until that one elf that knew how to do it comes back. There’s just a basic maintenance task that no one is ever taught how to do, and when it needs to be done they’re all just sitting around waiting for Greg to come back from Mandos so he can do it.

I always figured that the Elf cities always breaking down had to do with the fact the cities were quite literally carved from magic and no one realized that a concentration check doesn’t make a good foundation once the person passes away

if death isn't assumed the yeah a lot of what we do doesn't make as much sense. Our entire society is built assuming we'll die in less than 100 yrs. schools, inheritance, church, pass of the torch, family trees, kings nearly everything assumes this. We really can't imagine what a real Elf society would be like. All of our concepts wouldn't make sense if life expectancy was 1000 years
