lame excuse to prevent corruption. If found corrupt, punishment is 12 months jail, like Iswaran. Jail 12 months n earn 1.1 million, who don't want. The amount is more that what an average Singaporean can earn in 8-10 years. Personal opinion, some of the minister also CMI want to compare against a banking CEO? One of them even tried to sell citizen's life insurance to foreign corporation.

they say, high pay is to attract talent from private sector to gahmen but the gahmen is mostly filled with civil servants and ex army . So using high pay doesn't work then why they still keep increasing the pay ? Because it was never about attracting talent but more about attracting much much more money to their bank accounts ....
