HR will never admit their wrong and neither will the organization they are defending. Even after found guilty from an outside investigation through a government agency. Once they know they are going to lose they will try to fire the employee or buy them out to go away and save face period.

I have yet to see a “good HR” department that proactively deals with toxic management/leadership. In my experience, HR departments actually added to and enabled continued toxicity, until the situation reached a bursting point and executive leadership instructed them to take a different approach.
