The footage was recorded inside a municipal police car in Carcassonne, southern France, on the night of November 6, 2025. Four officers were on night patrol. At least two are heard speaking. They use racial slurs for Arabs and Black people repeatedly. One says a "little dictatorship in France wouldn't be bad." Another says he is surprised one has not happened yet. City hall had the recording for months. An internal inquiry concluded in May 2026. Nothing was made public until the newspaper ran the video. The officer at the center of the case, a 50-year-old former paratrooper identified in French media only as C.R., went to the gendarmerie in December 2025. He filed a complaint over having been filmed, alleging invasion of privacy. The Carcassonne prosecutor opened a preliminary investigation on September 9. The case arrives as France expands police powers. A 2017 law loosened the rules on shooting at moving vehicles, and deaths rose fivefold. In July, the National Assembly voted to presume police shootings lawful. A bill widening municipal police powers reaches the floor on September 21. In February, C.R. worked security for far-right leader Jordan Bardella.
