Trouble :
This part of the story line always confused me because you don’t have to go to Hogwarts, you can go abroad or be homeschooled, so why does being expelled mean that you can’t use magic any more? Also, it’s known that if you try to suppress your magic you can become an obscurial, yet they force students like Hagrid to suppress his magic by snapping his wand and casting him out.

My take has always been that Hagrid really didn't care much for magic, he got his dream job as Groundskeeper and was happy. He was never fully accepted anyways, so he chose happiness.

I think Dumbledore repaired Hagrid’s wand with the elder wand. We see Hagrid being successful with the spells he casts (except turning Dudley into a pig which is incredibly advanced magic) whereas when we see Ron with his broken wand it backfires and generally doesn’t work properly. Hagrid’s wand doesn’t do any of that. So I think he’s got a fully intact wand hidden in that umbrella.

Hagrid does study a bit of Magic after he is exonerated. After Dumbledore does, Harry tells him the spell Aquaminte or whatever, and Hagrid is able to use it right away. He even said that he thought it was something like that, meaning he got somewhat of an education Recently. Possible a Quik-Spell course.

The books give us a glimpse that there might be wizarding ‘continuing education’ when Harry sees a letter in Filch’s office. Filch can’t partake because he’s a squib, but surely Hagrid could have gotten a new wand and done that? Or simply been taught by his fellow professors?

There’s a small secret/fan theory that Dumbledore secretly gave Hagrid a wand when he was released from Azkaban and that’s why, in the Philosopher’s Stone, he tells Harry not tell anyone he used magic.

The sad part is this doesnt even seem to be unusual in the wizarding justice system. Goblet of fire (The book, bot the movie) showed this very well that it’s all about if the tribunal likes you or not, not wether you actually did something.
