In Ballad he mentions that he becomes so obsessed with things that it may be his undoing. He was “deceived” by Lucy gray and thinks she always played him. Lied about loving him. That’s why his saying is “love is what will destroy us.” He cannot believe Katniss actually cares about Peeta so he becomes so obsessed with destroying her for “rebelling” that he starts to get sloppy. The third quarter quell was a way to pretty much guarantee she dies because all the other victors are older and stronger and didn’t think about anything else as a result. He thought he was invincible

Paranoia and arrogance. 2 winners from the 74th game which is an undeniable win against the capitol. Katniss wasn’t just inciting the districts, but also the other victors as well showing how valuable and untouchable they are now

Didnt Plutarch say he to Katniss that he never imagined she would be in the arena again? Ofc that could’ve been a lie, but he said that in the context of when he tried to hint to her that it was gonna be clock shaped.

obsessed with idea of President Snow as being a participant of the Quell as he, too, won a Hunger Games and is not out of reach from the destruction just because he engineered it. 'won a hunger' games in this case being his involvement in Lucy Gray's games and having killed in the arena

Snow was finally showing there is no winning. He didn’t want people to think they could win and live happily ever after and be part of the capitol truly. Victors would always be nothing more that district tributes, no matter what luxury you think they live in. You can always be sent back into the arena if we choice. He wanted the full fear of the games back, but also he wanted the capitol to hate the victors.
