You could always sell a true homeless person by their shoes sometimes people just need help. I usually always give somebody five dollars when they need it when I feel they need it.

In my area there is a guy who does this and he has a full time job. He begs for money and goes to moose once a week and brags that he makes money paanhandling 14000 year tax free money.
