They never thought the buildings would fall. They didn't think it was a possibility. I can imagine they didn't want hundreds of people on the stairs blocking the emergency services or gerring in accidents on the stairs or being put in danger when they got outside because of the jumpers.

I watched a video that explained one of the reasons they were trying to get people to not exit the building was because of the falling debris everywhere and the jumpers. They felt like it was more dangerous outside. The first official firefighter to lose his life was from a person that had to make the horrific decision to jump or possibly was pushed out because of the heat. Whatever the cause the person falling struck him. I often wonder what decision I would've made if I didn't have the knowledge of 911.
