Rama, Cebu City—and a Toyota Raize with plate number GAP 3673—driven by Ralph Sisco Acol, 22, of Beverly Hills, Cebu City—had just come from a bar in Kasambagan. As they headed toward Talamban, the two drivers engaged in a street race. Upon reaching the area, the Toyota Vios struck Salise as he was crossing the street. Instead of stopping to help, the driver of the Vios attempted to flee, but ended up crashing into a Green Taxi driven by 31-year-old Joshua Fritz of Cogon Pardo, Cebu City. Salise was rushed to a private hospital, where attending physicians declared him dead on arrival due to severe head and body trauma sustained from the heavy impact. Alias "Billy," the driver of the Vios, then fled the crime scene by boarding the Toyota Raize along with his 17-year-old passenger. Sisco, the driver of the Toyota Raize, later returned to the area and was immediately arrested by TEU personnel for obstruction of justice. When subjected to an Alcohol Breath Analyzer test, Sisco tested positive for alcohol and was placed under custody at the TEU facility. Police Lieutenant Colonel Medil stated that a manhunt operation is currently underway for the fugitive driver, alias "Billy," while preparations are being finalized to file charges of reckless imprudence resulting in homicide and other related offenses against him.
