These filmers are trying to disrupt businesses. They are looking to upset business customers. So they are antagonists filming are trying to get a payout from businesses and people to stop. It’s called extortion. They’ve found a loop hole in laws to extort money from people and companies. It’s all monetary. They are thugs.
