It’s Korra in the shape of raava or vaatu. Let’s think about how the fight with vaatu ended, instead of locking him back in the tree like initially planned she instead defeated him with spirit bending. Darkness cannot exist without light no more than light can exist with darkness, meaning vaatu would be reborn inside raava whom is inside korra. I think vaatu maybe corrupting the avatars within and that’s why the avatars are so feared now.
