We are humans and have some need for structure, order, rules. God gave us all of that. Not only did he give us "instructions and rules" in the way of the Bible, He gave us structure in a way of organisation = The Church. Church that will give us structure, order, support. One Church, Catholic Church. This is Gods way of giving us what we need on Earth to be able to get to Him.
