I think legion of doom is a great way to have all the core justice league characters, without having to add all the side characters they already introduced. For example, if their first villain was Darkseid, you're going to ask, where is Mr Terrific right now? But here it makes sense for only the people with a corisponding villain will be on the team

I think they’re assembling the legion because of salvation run. Remember how peacemaker ended? Rick flag is gonna somehow send all these guys to that dimension and chaos will ensue. Would be a cool subversion of expectations if is just the villains with no justice league for the big event movie
