Nah there's straight femboys, black femboys and just people that are still men that like dressing up cutely. I'm a woman but if I was a men and was told I can't wear all the cute stuff fem presenting people get just because of their gender I would be pissed, let a guy wear a dress and makeup it's fun.

The reason the majority of femboys are white is from my understanding is because black communities hate queer people and any gender non-conforming people to where they are more likely to be victims of hate crimes so not a lot of of them really are able to explore their sexuality and their gender identity
