It’s because their Jhb embassy office in Jhb doesn’t have electricity. They owe the Coty of Johannesburg municipality R7m in outstanding water & electricity. They were caught illegally connecting and the municipality had to remove the infrastructure. So they can’t process their visa and etc….and they are sulking that the municipality cut them off..
