Marja or the most learned will lead thr country in absence of 12th Imam. Sisitani was not able to take over iraq after Saddam. And there is no comparison between Iran and Iraq. Iran Shia population is more than 95% and Iraq is much lower and there is other religions and Muslim Sunni in majority is most of the big cities in iraq.
