It looks like the touch screen is not working at all for some reason. You could wait for it to wear completely down, then charge it to turn it back on and see if that works. If not then the touch screen may have went out.

The prompt is a standard system permission pop-up asking for permission to send Critical Alerts for the Apple Home app, not an error message. It simply requires selecting "Allow" or "Don't Allow" to continue. or factory reset it with your pc or mac. with iTunes
