Most reputable aftermarket warranty companies will pay the Mtchell time of 2.3 plus an hour diag time. If the warranty company is only willing to pay Toyota warranty time, your shop should be charging the difference to the customer and telling them they bought a shit warranty. If your shop doesn’t do this, you need to find a new shop to work for.

20 year service advisor here… you have a week as advisor. Customer should be advised ahead of time they are responsible for anything the aftermarket warranty doesn’t pay. That includes diag. And they also need to stand up better against the warranty company.
